Govt to implement paperless property sale deed registration

New Delhi: Delhi govt is likely to make the registration of sale deeds of properties “paperless and faceless” in the next few months. The new system will also have the list of all “prohibited” properties available to both officials and citizens to ensure that these are not fraudulently sold and the registration of sale deeds is prevented.
Additional chief secretary (revenue) Ashish Chandra Verma held a meeting with all stakeholders on Thursday to discuss ways to make the registration of the sale deed of properties convenient and corruption-free for the citizens of the city. Verma said the revenue department had roped in Deloitte as a consultant to map the processes and suggest possible solutions to make the system robust. The portal will also have a drop-down module for the citizens to search for prohibited properties—those booked by civic agencies for illegal construction, apart from disputed, enemy, evacuee, gram sabha land, and waqf — easily.
“We want the system to be entirely faceless and ensure there is no human interference. For this, we will have to make technological changes and set up kiosks where people can go, register, and upload the documents,” Verma said.
Verma said the project was a priority for the new govt and would be completed within this year.
Delhi has started using the National Generic Document Registration System (NGDRS) for the registration of sale deeds, power of attorney, will, and 25 other such documents by sub-registrars. The software used for the registration of sale deeds will be integrated with the online system of the assessment and collection department of MCD. This will not only help sub-registrars check online if the property whose sale deeds are brought to their office is free from all encumbrances, but civic agencies will also be able to access the ownership record of properties on a real-time basis.
Officials said the entire list of Waqf Board properties would also be made available to the citizens.
Before Delhi, the system was implemented in 18 different states. It is an online integrated portal for taking appointments with sub-registrars for the registration of documents, valuation of property, fee calculation, payment, and document data entry. The system allows citizens to calculate the stamp duty, registration fees, and other applicable charges through the property valuation module.
“Under NGDRS, the registered documents are stored on a central server and can instantly be searched by deed number, PAN number, or property address. The property buyers can also check and authenticate the actual ownership of a property to save themselves from fraud,” said an official.
